Secretary Puno Calls for Regulation of Loose Firearms

Loose firearms are often cited as major reasons why crimes in this country are growing. The Department of Interior and Local Government and Secretary Ronaldo Puno know this, and as a response the secretary calls for the regulation of the loose firearms. He urged the gun holders to avail of the one-month amnesty on the registration of the licensed guns. This amnesty program of the government starts October 1.

The secretary issued this statement during the peace and order council meeting among the regional executives of the provinces of Ilocos Sur, Ilocos Norte, La Union and Pangasinan. He said that the loose firearms are part of the problem of criminality in the country, and right now he says there are around 1.2 million loose firearms which are in the hands of the crime groups, the New People’s Army and the public. The secretary is hoping that the number of unregistered guns in the country can be reduced by as much as 50 percent the moment the gun amnesty program takes effect. The gun amnesty program of the government and the implementing rules and regulations are contained in the Executive Order Number 817. Once the time frame for the amnesty program has elapsed, then the Department of Interior and Local Government and the Philippine National Police will step up its efforts to pursue owners of loose firearms and the law violators. And it is expected too that the government will be imposing harsher penalties for the violators.

Just this week, Secretary Puno signed the program’s implementing rules and regulations. And part of the rules and regulations is the rewards system. In the rewards system, a person can be given a reward if he or she can lead the police to a person who owns loose firearms. There is a need for a gun amnesty since this can help deter crimes. In a study, it was found out that the country is now ranked 10th in the world with the highest number of homicide cases. And according to the study, around 97.7 percent of these crimes are committed using loose firearms. The PNP and DILG are working extra hard to make the streets safe. There are police units that implement random checks in many provinces and this focus on motorists riding in tandem on board their motorcycles.
